The PACT Act
Honoring our Promise to Address Comprehensive Toxics Act
Signed into law in 2022, the PACT Act is the largest expansion of VA health care and benefits in a generation. It extends eligibility to Veterans exposed to toxic substances — burn pits, Agent Orange, radiation, and other hazards — during their service.
Get a Free Toxic Exposure Screening
Every enrolled Veteran is entitled to a free toxic exposure screening at the VA. Ask for one at your next appointment, contact your VA health facility, or call the number on the back of your VA ID. The screening takes only a few minutes and records any exposures you may have faced during service.
What Is a Presumptive Condition?
A presumptive condition is an illness the VA assumes is connected to your military service because of where and when you served. You do not need to prove the connection — only that you served in a qualifying location or time period and received a diagnosis. The PACT Act added many new presumptive conditions for cancers, respiratory illnesses, and other diseases linked to toxic exposure.
Steps to Qualify for Benefits
- 01Confirm your service history — dates, locations, and any known toxic exposures (burn pits, herbicides, radiation).
- 02Enroll in VA health care if you are not already, and request a free toxic exposure screening at your next appointment.
- 03Gather your medical records and any diagnoses of presumptive conditions connected to your service.
- 04File a disability compensation claim online at VA.gov, by mail, or with the free help of an accredited Veterans Service Officer (VSO).
- 05Attend any Compensation & Pension (C&P) exam the VA schedules to evaluate your condition.
- 06Review your VA decision. If you disagree with the outcome, you have one year to file an appeal or request a Higher-Level Review.
